Looping in the DFS-specific newsgroup for more knowledgeable advice.

If the DFS root server is temporarly unavaialable due to network outage
does
that mean that DFS resolution cannot take place even if the Local Domain
controler with global catalog is available?

A DFS root server must be available. If your client has cached a particular
DFS link, you can traverse that link without talking to a root server. The
cache will eventually expire, however.
